Have you heard or used of OverseaTV? I been doing some research on them too see if they're a viable competitor to DirecTV or other Russian TV alternatives. From OverseaTV.com website: "OverseaTV provides customers with access to UP TO 12 CHANNELS of their favorite TV channels from Europe. It is just like watching TV as if you were actually there. What are you waiting for? Start feeling like home again. " They charge $29.95 / month or $549.95 for "lifetime" package. OverseaTV gives you is a ARIZA GLOBAL 500 SET TOP BOX receiver that you plug into your high-speed internet connection. It appears that they use IPTV technology and all the feeds they "sell" are accessible for free on the internet. From their disclaimer: OverseaTV software uses a unique "web scrubbing" program, similar to a search engine, to locate audio/video feeds on the Internet. OverseaTV is not the producer nor the source of these feeds. Rather, the feeds already exist, and are able to be played through the OverseaTV audio/video engine. I also came across this review:

Я очень сомневаюсь в качестве. IPTV находится в зачаточном состоянии, и насколько долго эти feeds будут бесплатными мы не знаем. Кажется что может быть проще поставить Free to air спутниковую систему, хотя каналов будет не так много, но допустим РТР идёт бесплатно напрямую на западное полушарие.

What a rip off. Similar to the box that russian-town radio was promoting. This box has a dial up modem and plays free online radio feeds. And you pay subscription fees. To me sounds like a russian business "dlya teh, kto ne ponimaet."

Могут быть другие, но я не знаю. Всё что для этого нужно так это тарелка, можно использовать старые DorecTV или Dish, и приёмник. У меня была пара хороших закладок, но пошёл проверить, а сайты свернулись, один совсем, другой не очень.
