If I am not mistaking, her only option is Medicare plus some supplemental coverage (since she is 65+).

No, she doesn't qualify. She is an immigrant. She hasn't been an immigrant for 5 years. Immigrants that don't come as refugees are not covered by Medicaid since a couple of years ago when they passed that crazy law. Kate H. (Certified Russian English Translations)
